Brookings council authorizes 20-year crosswalk maintenance IGA with ODOT; 20-year cost estimated at $46,400

The Brookings City Council on June 8 authorized the city manager to execute a 20-year intergovernmental agreement (IGA) with the Oregon Department of Transportation that memorializes which crosswalks and sidewalks on U.S. 101 the city will maintain.

A staff member told the council the previous agreement expired in 2025 and the proposed IGA lists 23 crosswalks for which the city will be responsible and six that ODOT will maintain. The staff presentation said the IGA runs 20 years and that staff asked ODOT for an estimate; “they're estimating the cost over 20 years to be 46,400,” the staff member said, explaining that the city would generally be billed for materials when work is required rather than paying an annual fixed fee.

Councilors asked how the estimate was calculated and whether the $80 figure mentioned in the report represented an annual per-crosswalk cost or the materials price if the city buys them directly. Staff said the $80 number represents an estimate tied to buying materials directly from ODOT when needed, and emphasized the city does not replace every crosswalk annually but will be billed as materials are supplied.

The staff presentation also noted that permission to work in the state right-of-way is required; staff said the IGA provides that permission and clarifies responsibility for contracting and paying for city-listed crosswalk maintenance.

A motion to authorize the city manager to execute the IGA passed on an affirmative council vote. The transcript records recorded ‘yes’ votes and the motion carried; no opposition or abstentions were recorded in the spoken record.

The council did not set a specific annual budget line during the June 8 discussion; staff described the agreement as formalizing responsibilities and recommended the city maintain the list in an exhibit to the IGA.
