"I respectfully request additional speaking time as a reasonable accommodation ... I have a documented visual impairment and use assistive technology on my phone to read my prepared comments," Johnson said, later asking the council to "table or postpone" consideration of the resolution until the full text is distributed. He cited the Prairie View home rule charter, the Texas Open Meetings Act and the Texas Public Information Act as reasons the public should have access to the proposed language prior to adoption.
Mayor and council members responded by allowing Johnson extra time under an ADA accommodation and noting the mayor had placed the draft packet on the agenda for review rather than immediate adoption. The mayor said she did not expect a final vote that night and invited council members to submit amendments by the Friday deadline ahead of the next meeting.
City staff confirmed the packet was being circulated as a draft for review and told council they expected to return the item for formal consideration at a subsequent meeting. Councilors who spoke urged members to review the draft and either propose amendments or prepare for a vote at the next regular session.
