Grant Administrator Alma Burgess summarized the program: 89 applications requested about $6.8 million; staff recommended approximately $4.69 million in awards. Councilmembers asked for more transparency on the scoring system and raised concerns about projects that received zero recommendations; Burgess and staff described scoring, completion rules and clawback mechanisms for underperforming grantees.
Vice Chair Kathryn Beus moved to amend Item 47 to raise the Logan Community Foundation allocation from $50,000 to $100,000 after the panel noted application reporting inconsistencies; the amendment passed 6–1, with Nolan Gunnell dissenting. A motion to approve the overall RAPZ and restaurant tax recommendations as amended passed unanimously.
Council discussion noted the imminent state-level policy scrutiny of the restaurant tax and the priority of demonstrating local economic benefits to protect the program.
