The Cache County Council on May 26 adopted Resolution 2026-18 to amend the county Personnel Policy and Procedures Manual’s cell-phone policy, moving away from fixed stipend amounts toward a framework that allows the Compensation Committee to set and the council to approve stipend levels annually.
Office of Personnel Management Director Amy Adams presented the change, which also clarifies that county-owned phone hardware will be reserved for designated emergency-service positions and that employees receiving stipends should expect county access to business records on their devices under GRAMA or during litigation holds. County Attorney Dane Murray explained the limits of examination and the distinction between private content and business records when devices contain both types of data.
The council approved the resolution unanimously. Administrative implementation will be coordinated by the Office of Personnel Management and the county’s payroll staff, including tax treatment and recordkeeping for monthly stipends.
