After a public hearing May 26, the Cache County Council adopted Ordinance 2026-28 establishing a countywide policy for per-diem compensation of appointed boards and setting the Planning and Zoning Commission’s per-meeting rate at $100.
Policy Analyst Andrew Erickson presented the ordinance, describing a draft framework that would allow most appointed boards to remain uncompensated while giving the Compensation Committee and the council authority to set and adjust stipend schedules. Chair Sandi Goodlander argued for raising the Planning Commission stipend to reflect the commissioners’ workload, recommending $100 per meeting. Councilmember Nolan Gunnell moved to amend the draft from a $70 placeholder to $100, a motion the council approved unanimously and followed by a rules-suspension motion to enact the ordinance that also passed 5–0.
Councilmembers discussed whether stipends would change volunteer status and whether the county should reimburse some members for travel and expenses. County staff and the ordinance language clarify that public employees serving on boards in an official capacity remain ineligible for per diems, and that stipends are paid as payroll with standard tax treatment.
The ordinance directs the Compensation Committee to review stipend levels annually and forward recommended amounts to the Council for budget approval.
