Proposed Willows development seeks to clear about 7 acres; commission flags Heritage-tree impacts and $30,500 in-lieu option

Greg Hanley presented the commission with details of The Willows proposal on Jackson Mills Road, noting significant tree impacts and ordinance implications for low- and moderate-income housing.
Hanley said the 13-acre lot would be cleared on approximately 7 acres and that 7 or 8 designated Heritage trees are slated for removal; the applicant hopes to save four additional Heritage trees. Because ordinances treat low- and moderate-income housing differently, Hanley said the applicant could opt to pay an in-lieu tree-removal fee of $30,500 instead of completing a full removal study to obtain the permit. He also reported one Heritage tree in poor condition and others in fair condition with structural issues; the applicant, Still Valley Urban Renewal Associates, will revise the landscape plan and propose replacement plantings.
Commissioners requested more information, including the inventory and tree-by-tree condition, DBH measurements and mapped locations, before approving any permit. The minutes do not record a formal vote on the project at this meeting.
Next steps noted were submission of a refined landscape plan and additional information on tree conditions and locations.
