Brownwood outlines Invoice Cloud billing switch and multiple capital projects

City staff provided a series of operational and capital-project updates to the Brownwood City Council on April 28, outlining a utility billing platform change and progress on several public works projects.
Staff Accountant Misti Frasier said the city will transition to Invoice Cloud on June 15, 2026, excluding Municipal Court services. The new platform will support ACH, credit and debit cards, in-person payments and digital wallets such as Venmo and PayPal; customers will need to create new accounts and re-enroll in auto-draft services. Card transactions will carry a 3.25% transaction fee (down from 3.5%), while the city will absorb a $1.50 ACH fee. Free payment methods such as cash and check will continue to be available.
City Manager Marshal McIntosh reported splash pads have been recoated and repainted; the landfill added a new baler, building, office and recycling shed and hosted a West Central Council of Governments tour. The Camp Bowie Lift Station design is approximately 60% complete; staff is pursuing Texas Water Development Board and Economic Development Administration funding and will coordinate with design firm eHT on upcoming grant applications.
Downtown Phase I projects remain in design, with completion expected in October and bidding planned for November; construction is slated to start January 2027. Projects include Founders Crossing (an art-focused park and Anderson Street realignment), the Silos Promenade and Courtyard (Event Center expansion and ADA stage improvements), Baker Street underground utilities and sidewalks, and a BNSF parking-lot project scheduled for bidding this fall. The city is developing roughly 40 public parking spaces on Brown Street with room for Oncor switchgear.
Riverside Park Phase II received a notice to proceed from Texas Parks and Wildlife, with construction scheduled to begin in May and playscape expansion starting in June. Planned features include a disc golf course, expanded walking trails, an overlook pavilion near the boat ramp, sand volleyball improvements and ADA accessibility along Pecan Bayou. The Bennie Houston Center will get a new façade, front entrance reconstruction and interior upgrades including a game/flex room, kitchen and expanded gym seating; engineering firm Jacob and Martin is finalizing interior plans.
