Brownwood council approves MOU with Central Texas Veterans Memorial; group wins $25,000 LCRA grant

The Brownwood City Council on April 28 approved a Memorandum of Understanding with Central Texas Veterans Memorial to formalize how the nonprofit and city will coordinate improvements at Camp Bowie Memorial Park.
Deputy City Manager Ray Tipton said the partnership has been informal for years and that the MOU will provide a clear, long-term process for future improvements. "This formal process is expected to serve the City effectively for years, if not decades, to come," Tipton said.
Dennis Rumfeld, representing the veterans group, told the council the organization received a $25,000 grant from the Lower Colorado River Authority and noted a $20,000 contribution from the Brownwood Industrial Foundation. Rumfeld said the roofing project over memorial pillars is scheduled to begin May 26, and a ceremonial check presentation will occur Thursday with the grant funds arriving by mail.
Councilmember Draco A. Miller moved to approve the MOU; Councilmember Ed McMillian seconded. The motion carried unanimously.
Rumfeld also said the group is considering replacing wooden benches with powder-coated metal benches in a later phase of improvements. City staff said the Texas Veterans Memorial Review Board approved the agreement before council action.
The MOU is intended to guide fundraising, construction oversight and ongoing coordination between the City and the nonprofit for Camp Bowie Memorial Park improvements.
