Byron council approves summer hires, insect-management grant, park fixture replacements and a $40 stipend

The Byron Town Council on May 13 approved a series of routine personnel and operations measures intended to support summer work and town services.
Mayor Allan Clark opened the meeting and the council voted to approve the agenda, prior minutes and the monthly bills. Council members then approved hiring four seasonal or part-time workers: Chuck Jenkins as an assistant to the Public Works Director (40 hours per week); Richard Horton for part-time mosquito spraying and limited parks maintenance; Charlie McAlhany as a part-time summer helper; and DeDe Asay as a Town Hall cleaning person. The motion to hire these employees was made by Councilman Shae Abraham and seconded by Brandon Hessenthaler; the council voted to approve the hires.
The council also approved the town’s Insect Management Grant application after Mayor Clark presented the form; Councilwoman Karma Sanders moved approval and Brandon Hessenthaler seconded. The council voted in favor.
Separately, the council agreed to a trial arrangement allowing the Lovell Chronicle to sell five newspapers per week at Town Hall; the group suggested announcing the trial in the town newsletter. That motion was made by Councilman Mikey Brightly and seconded by Shae Abraham, and passed.
Staff approval was given for two training and equipment items: town office staff may attend Caselle software training in Lander May 21–23, and council members encouraged transferring an older office computer to the shop office so Public Works staff member Jacob Gruell can handle meter-reading reports and Discharge Monitoring Reports (DMRs).
On park maintenance, the council approved replacing fixtures in the Jones Park restrooms after discussion of needed repairs. The motion was made by Brandon Hessenthaler and seconded by Mikey Brightly.
Council also approved a $40 monthly cell phone stipend for new hire Chuck Jenkins (motion by Karma Sanders, seconded by Brandon Hessenthaler). Council moved into an executive session to discuss personnel and, upon reconvening, stated that no actions were taken in executive session. The meeting adjourned by motion of Karma Sanders.
Most motions were recorded as ‘‘all in favor’’ during the meeting minutes; the minutes note that Councilwoman Karma Sanders did not vote on approval of the prior meeting minutes because she had been absent from that session. Pending minutes list Mayor Allan Clark as presiding and Kristin Sanders as Clerk/Treasurer.
What’s next: the minutes from this meeting will be pending formal approval at a subsequent council meeting; the sewer lagoon work noted by the mayor (pumping cell 1 into cell 3 to dry) is expected to continue later in the summer when liquids have evaporated.
