Staff briefed the council that the parcel configuration — an inverted L shape with a carved‑out southern strip — meets the letter of state statute but runs counter to the council's historical policy of rejecting annexations that leave enclave‑like gaps. The attorney and planning staff noted the council cannot block a lawful annexation on technicality, but they also cautioned that the current map would create service and boundary complications.
A public speaker, Ricky Fannon, urged approval to bring the parcels into the city for development and tax revenue. Council members responded that they were sympathetic but must be consistent with prior policy and avoid creating enclaves that complicate service delivery. The council motioned to deny the request as presented; the motion passed unanimously among members present.
Council invited proponents to return with a more complete annexation package that includes the surrounding parcels needed to avoid enclave creation.
