The Rolling Hills Estates City Council authorized the city manager to enroll the city in the DisasterLAN (DLAN) web-based emergency-management platform, with participation authorized through October 2028 and a commitment to revisit the arrangement if grant funding ends.
Staff described DLAN as a centralized, regional tool used for incident documentation, situational awareness, resource requests and GIS mapping during emergencies. Staff noted local participation could aid coordination with neighboring jurisdictions and that Rancho Palos Verdes and Palos Verdes Estates already use the platform. The presenter said there is currently no direct fiscal impact because participation is funded through the state homeland-security grant program and administered through the city of Englewood, with additional anticipated funding tied to the 2028 Olympics.
Council members asked whether the city would be contractually obligated if grant funding terminated. Staff said no; if funding ends staff would return to council to seek direction about continued participation. A resident (Melissa McNab) spoke in support of authorizing participation.
The council approved a motion to authorize participation in DLAN through October 2028 and asked staff to report back with a usage update once the platform has been in use.
