The council also adopted the annual appropriations (Gann) limit for the city; staff referenced the amount in the resolution attachment as $2,397,144.
Council members asked for a brief explanation of how the Gann limit is calculated; staff summarized that the limit is a routine statutory calculation derived from factors such as inflation and population growth, applied to a base-year limit that is adjusted annually. Councilors requested a follow-up briefing on pension funding and other long-term obligations at the next meeting that includes the finance lead.
Both resolutions (1412 and 1413) were moved, seconded and approved by the council during the meeting.
