City staff told the Mountlake Terrace City Council on June 11 that Main Street Phase 2 has secured multiple external grants and requires a substantial local funding commitment to reach construction.
"We have three external grants. Department of Commerce grant for about 2.5 million. We have TIB, Transportation Improvement Board Fund for $5 million and federal congressional spending directed spending grant for $850,000," Deputy Public Works Director Aperna Canal said. She and City Traffic Engineer John Mayer said the city has split local funds across 2026-2028 and estimated local construction funds totaling about $14.12 million.
Staff said the project is scheduled to go to bid in the third quarter of 2026 with a notice to proceed anticipated in September–October and most construction happening in 2027. Canal cautioned that the Department of Commerce grant carries an obligation to spend reimbursement funds by June 2027, making an early bid and construction start important to secure reimbursement.
Council members thanked staff for securing grant funding but pressed for assurance that delayed weather or construction phases spilling into 2028 would not jeopardize grant reimbursements. Staff said they will have clearer schedules and cost impacts at bid award and will update council when bids are returned.
No council vote was taken; staff recommended placing the grants-acceptance resolution on the consent agenda for a future meeting after standard review and documentation.
