Fannin County commissioners voted to pass Resolution 26-04 requesting that the county's state legislative delegation introduce a measure permitting the county to place a local homestead-option sales tax before voters.
The resolution, introduced by Ms. Dollins during new business, is intended to preserve a local option created by recent state legislative action so the county could use a one-cent sales tax dedicated to lowering property taxes for homesteaded property if commissioners later choose to do so. "It doesn't commit you to anything," Ms. Dollins said, adding that the resolution simply "keeps options open" while state implementing language and rules are still being developed.
Commissioners said they had received rapidly changing guidance from state officials about how the new state rules might work and that final implementing rules had not been written. One commissioner noted uncertainty about who would enforce any new rules and whether penalties or other administrative requirements would follow; staff suggested more information might arrive when the legislature reconvenes.
The board moved, seconded and approved the resolution by voice vote. Commissioners emphasized the vote was procedural — to request state-level introduction of enabling legislation — and not a decision to adopt a local sales tax. The resolution was listed on the agenda as "Resolution 26-04" and passed without additional conditions recorded on the meeting record.
The board said it would monitor state rulemaking and report back to the public when more details are available.
