Authority reviews asbestos finds at Fuller demo and approves contractor invoices

Kent County Facilities Management Director Tim Bradshaw told the Building Authority on May 13 that consultants continue to find asbestos throughout the former hospital at the Fuller Administration Building, prompting additional abatement and legal review of extra costs.
Bradshaw said the hazardous-materials survey previously provided to the county "didn't meet the standards of the industry," which created challenges for the demolition contractor and required additional discovery work and sampling. He told the board that legal counsel is involved as the county works through costs associated with new hazardous-materials findings. Bradshaw estimated the added costs place the project within a roughly $3 million price range but said the project remains within budget based on current bids.
The board authorized Environmental Testing & Consulting to perform additional scope for testing and sampling at 750 Fuller; the motion was made by Colin Schiefler, supported by Scott Conners, and carried unanimously.
The Authority also approved payment of multiple invoices tied to the Fuller Administration project: Progressive Companies invoices 208784 ($112,381.91) and 209305 ($109,448.30) totaling $221,830.21; Clark Construction Company invoice 24975 ($150,562.18); Erhardt Construction pay application 2 ($174,863.74) and pay application 3 ($125,252.47); and Environmental Testing & Consulting invoices 126904 ($3,122.00) and 127749 ($1,820.00) totaling $4,942.00. Motions to approve each payment were moved and passed unanimously.
Bradshaw offered to share the Fuller project presentation materials by email after the meeting. The board is scheduled to reconvene June 10, 2026.
