Budget Committee unanimously approves non-money articles, including Canal Street affordable housing district and TIF

The North Berwick Budget Committee voted unanimously on Feb. 4, 2026, to approve a set of non-money articles recommended by the Select Board and Town Manager, including two measures tied to Canal Street affordable housing.
Chair Rebecca Reed read Articles 3, 4, 6, 7 and 8 — covering balances forward, revenues, authority to apply for and accept state and federal grants, accepting taxes in anticipation of commitment, and the date of tax payments and interest on overdue taxes. Motions to adopt the recommendations were made and seconded as recorded; each motion passed 12-0.
The committee then approved Article 41 (depositing excess excise tax into the Equipment Fund); Article 42 (authority for unforeseen purchase and/or repair of vehicles and equipment); and Article 43 (acceptance of gifts by the Select Board). All passed by voice vote 12-0.
Two housing-related items were approved without debate: Article 44, creating the Canal Street Affordable Housing Development District, and Article 45, establishing the Canal Street Affordable Housing Tax Increment Financing District. Both were moved by Gregg Drew, seconded by Mark Rouillard, and approved 12-0.
All of the recorded motions passed unanimously; the transcript does not include line-item budget amounts or further deliberation on the articles’ terms. The committee adjourned at 8:15 p.m.
