Budget Committee elects Rebecca Reed chair and Kelly Davis-Rouillard vice chair; sets FY27 review schedule

Rebecca Reed was elected chair of the North Berwick Budget Committee on Feb. 4, 2026, in a 12-0 vote after nominating herself; Stan Cowan seconded the motion. Gregg Drew nominated Kelly Davis-Rouillard for vice chair; Daniel Baker seconded and the committee approved the nomination 12-0.
Town Manager Dwayne Morin opened the meeting at 6:35 p.m., welcomed members and presented an overview of the proposed FY27 budget. Chair Reed reviewed the committee schedule: weekly meetings on Wednesdays for the next four weeks, with a fifth week available if needed. Morin said the Rescue department requested moving its review from Feb. 25 to March 4 because it could not attend the earlier date.
The leadership votes set the committee’s officers for the upcoming budget review cycle. The committee roster recorded 12 voting members present; two additional attendees — Town Manager Dwayne Morin and Mark Reed — were also listed in the meeting attendance. The meeting adjourned at 8:15 p.m.
