Wyoming Senate opens 2026 budget session; many committee bills fail two-thirds introduction

CHEYENNE — The Wyoming Senate convened for Day One of the 2026 budget session on Feb. 9, opening with ceremonial presentations and an invocation before moving through a lengthy set of first readings and closing roll-call votes.
The body greeted a new member, Taft Love, and heard an invocation from Pastor Scott Lee of Bethesda Worship Center. President Biteman announced the session was organized and directed official notification to the governor and the House that the Senate was ready to receive communications.
The Senate spent much of the day reading two long consent lists and taking introductory roll-call votes on dozens of bills across appropriations, judiciary, transportation, education and other subject areas. Several items were removed from the consent lists for separate consideration.
A number of committee bills failed to reach the two-thirds threshold required for introduction under Senate rule 131C; sponsors then withdrew or the bills were recorded as having failed introduction. Bills failing introduction on the first day included proposals on nuclear facilities, several election and property tax measures, and statutory changes to public records and other topics. Where bills did secure the necessary votes, they were assigned to standing committees for further work.
Senators used privilege time to welcome interns, constituents and groups in the gallery, and leaders announced committee meeting schedules for the next day. The Senate adjourned with plans to reconvene Feb. 10 and with appropriations and other committees scheduled to meet.
What’s next: committees will take up bills referred on introduction votes, and several removed-from-consent items will return for debate and possible amendment in committee.
