Board approves budget amendment, awards tree‑removal contract and clears land‑use applications

The Charlestown Township Board of Supervisors on May 4 approved multiple routine and project items, including a budget amendment, several conditional use decisions, a contract award for tree removal and community projects.
The board unanimously approved an Eagle Scout orienteering course proposed for Charlestown Park by scout Nathan Greway, including township funding for signage. Greway said the roughly one‑mile course will use treated wood and aluminum posts, include QR codes linking to the Delaware Valley Orienteering Association, and be intended for family and scout use.
In land‑use actions, the board unanimously approved a conditional use for Anthony and Barbara Pomanti to build a pole barn at 3016 Wells Road that exceeds 50% of the principal structure footprint; Mr. Pomanti testified the building will store a tractor, utility trailer and mower and will not be insulated or used as living space. Solicitor Mark P. Thompson said the board has 45 days to issue a written decision.
The board also adopted conditional use decisions for Jason Owens/King Investment Properties and Frank D. Henrickson III without imposing conditions beyond items in consultants’ review letters.
As part of stormwater improvements for the township’s Volpi property at Phoenixville Pike and Yellow Springs Road, the board accepted the lowest of eight bids from ATS Tree Services LLC at $58,200 to perform tree‑removal work in advance of construction.
Treasurer Linda Csete presented proposed budget amendments—primarily 2025 carryovers, added funding for the Charles Towne 250 celebration and adjustments related to signal improvements at Phoenixville Pike and Yellow Springs Road—and the board adopted Resolution #1094‑26 amending the 2026 budget.
The board scheduled a June 1 conditional use hearing for the Flamma Group and moved to advertise repairs to the Charlestown Cemetery wall on PennBid; Mr. Wright said he would obtain updated bid documents and the board also approved replacement of weathered historic markers expected to be installed in 2–3 weeks. Chair Kevin R. Kuhn announced the upcoming retirement of long‑time employee Linda Csete; attendees gave her an ovation.
