Finance committee approves transfers, establishes Clean Air Committee and authorizes BRPC health contract

It also approved an interdepartmental transfer of $5,100 from account 145 (Treasurer) to account 919 (Employee Benefits) to cover personnel payouts such as vacation pay; the motion cited Chapter 77 of the Acts of 2006 and Massachusetts General Laws c.44 §33B as the statutory authority for the transfer.
As part of motions preparing for the special town meeting, the committee unanimously approved an amendment to the FY27 operating budget under Article One that adjusts appropriations for the Town Accountant and Treasurer lines (committee members corrected a numeric transcription discrepancy during debate before approving the motion). The committee also voted to establish department 194, the Clean Air Committee, and to raise and appropriate $20,000 for that department to support ongoing air monitoring and assessment; committee members said the $20,000 was discussed during budget season but had not been placed on a line item.
For capital needs, the committee approved a transfer of $12,947 from the capital stabilization fund to cover Department of Public Works roof repair costs that exceeded borrowing; presenters noted the capital stabilization balance was roughly $1.3 million in April, comfortably covering the transfer.
The committee also approved a renewed contract with the Berkshire Regional Planning Commission (BRPC) for regional health-agent services and related reporting at an annual cost of $66,600. Members described BRPC as providing specialized staff and regular reports to the board of health; the agreement was approved by unanimous voice vote.
