The Kenosha County Planning & Development Committee unanimously approved a set of land‑use actions for two separate family farm properties, clearing the items to go to the full county board next week.
The committee first approved a comprehensive plan amendment, rezoning and certified survey map (CSM) for a parcel owned by Robert S. and Angelene K. Marowitz in the Town of Paris (tax parcel 4542210520300). Staff said the amendment changes the adopted Kenosha County 2035 land‑use designation from farmland protection to include a rural density residential designation to allow a new five‑acre residential parcel while preserving the larger farm in an open‑space status. Staff highlighted a wetland corridor through the property and limited access along State Highway 45 and said the proposed plan includes an access easement and a PUD overlay that restricts development on the remaining acreage for an extended term. After the petitioner, agent Chris Bower, described the intent to keep the family farm intact while providing a home for the next generation, the committee voted by roll call to approve the comprehensive plan amendment and later approved the rezoning and CSM subject to standard recording conditions.
The committee then removed three previously tabled items and considered an unrelated three‑part application for property in the Town of Wheatland submitted by Brenda Hman (tax parcel 954119110301). The package included a comp plan amendment, rezoning to suburban density residential and an associated CSM. Hman said she and her family want to create a home site while preserving farm operations and noted the Town of Wheatland had already approved the application. County staff and the surveyor of record, Michael Martin of Cardinal Engineering, described adjustments made to lot lines and an access easement to address slope and drainage issues. The county and the local fire department required a wider access easement and dedicated turnaround to ensure emergency access; the surveyor said the easement was increased to about 50 feet to meet highway and fire requirements. The committee approved the comp plan amendment by roll call and subsequently approved the rezoning and CSM, subject to the listed conditions for recordability and easement documentation.
All the approved items will be presented to the full county board next week; staff said applicants do not need to appear at that meeting and that final recordation steps follow county executive signature and survey recording. The committee’s approvals followed staff briefings, petitioner testimony, confirmation of the town approvals, and the committee’s votes.
The committee also approved a separate appointment (Robert W. Mary) to the Land Information Council and motioned to approve minutes of the prior meeting. The meeting minutes and the approved CSMs will be finalized after the surveyor submits recordable documents and county signatures are obtained.
