Board approves first readings of personnel and hiring policy updates, rescinds several administrative rules

Dr. Campbell read nine policies for first reading and revision, saying the majority included updated state statute language and clarifying edits. Policies cited for first reading included GVG (staff welfare and protection), GBI (staff participation in political activities), GA (personnel goals), GBB (staff involvement in decision-making), GBA (open hiring, equal employment opportunity and affirmative action), GBBC (gifts and solicitations by staff), GBJ (personnel records and files), GBEA (staff ethics/conflicts of interest) and GCOA (evaluation of instructional staff). A board member moved to accept the first readings and revisions; the motion was seconded and approved.
Staff also recommended rescinding four administrative rules (GBB, GBA, GCOA, GBH) on the rationale that the updated policies now incorporate the rules’ content. The board moved, seconded and approved rescinding these rules. The board further approved rescinding policy GBH (staff participation in community activities) and recorded the review of policy GBLA (staff memorials) with no changes.
Why it matters: Policy and rule changes set governance expectations for staff hiring, ethics, records, evaluation and participation. The first-reading approvals and rescinds start the formal process for updating the district’s policy set and clarifying where operational rules will be retained or removed.
What’s next: Policies approved for first reading will move through the district’s adoption process, which includes a secondary review and posting through the school board association before final adoption.
