Council approves deadline extensions for two downtown redevelopment grants

Monticello — The City Council on June 10 adopted two ordinances extending deadlines for previously awarded building-improvement grants for properties on Market Street.
City staff member Cali told the council Ordinance 2026-36 grants an extension to Caliber Investments for the property at 1408 North Market Street (the former Sevens Towing site) to move the completion deadline to the end of November to accommodate interior-remodeling logistics. "They're asking for an extension for that to the end of November, which is what we typically would do when we extend," Cali said.
Council then considered Ordinance 2026-37, a first amendment to the redevelopment agreement with Heath Properties LLC for the property at 1056 South Market Street (the Just Hamburgers building). Staff said permitting delays and a change in developer timeline made it unlikely the June 30 deadline would be met and recommended another extension.
Both ordinances were moved, seconded and approved by roll call without further amendment.
Council did not specify revised milestone dates in detail for the Heath Properties extension during the public discussion; staff indicated the Caliber Investments extension would run to the end of November and that the city routinely grants similar short postponements where permitting or developer schedules cause delays.
The ordinances allow project teams more time to complete improvements tied to the grant agreements; council did not attach additional conditions at the meeting.
