Stanton council authorizes Prop. 218 notice as landfill tipping fees drive proposed rate hikes

The Stanton City Council on a 5–0 roll call approved mailing a Proposition 218 public-hearing notice about proposed solid-waste rate adjustments linked to rising county landfill tipping fees.
Public works director Caesar Rangelo told the council the Orange County Waste and Recycling authority will increase tipping fees beginning July 1 from approximately $44 per ton to about $67 per ton, with further scheduled increases in subsequent years. Under the city’s franchise agreement, CR&R may seek to recover extraordinary disposal costs through a rate-adjustment process.
Rangelo said that if the notice is approved, ballots and notices will be mailed at least 45 days before the hearing, currently set for Aug. 11, 2026. Staff provided an example of the residential impact: the average customer currently pays about $27.97 per month; the proposed first-year adjusted bill would be about $32.71.
“We are following the process required under Proposition 218: notifying customers, receiving protests and then holding a hearing before any decisions are made,” Rangelo said.
Why it matters: The council’s vote begins the statutorily required protest and hearing timeline. If a majority of affected property owners and customers file written protests, the council may be limited in adopting the proposed rate increases.
What’s next: Notices will be mailed to affected customers; the council will consider written protests and public comment at the Aug. 11 hearing before voting on any rate changes.
