Board approves $37,437 STV task order to assess highway garage roof and prepare bid documents

The Board of Finance voted June 9 to authorize a $37,437 task order to STV to serve as owner's representative on a long-running Highway Garage roof project.
Public Works Director Eric Schwzman and Roger, chair of the Public Site and Building Commission, told the board the garage roof has been under study for years and that prior partial studies and intermittent repairs have not produced a permanent solution. They said STV would complete the assessment, help determine whether roof issues are leaks or structural defects, and develop bid documents so the town can solicit apples-to-apples construction bids.
"This is just for project management. This isn't the actual cost of fixing the roof," Schwzman said, explaining the task order covers design and procurement support. Board members discussed asbestos and mold concerns in older portions of the building, the need to evaluate the entire complex instead of piecemeal repairs, and prior capital plan allocations dating to 2012'2017.
Members also reviewed earlier capital allocations and remaining CNR funding for the project. The presenters said previous feasibility studies had not covered the whole building and that STV's work would finish the evaluation before the town solicits construction bids. Several members stressed the expense now is to establish full design clarity before any larger construction commitment.
The motion to approve the STV task order passed without recorded opposition. Town staff said STV will return with study findings and recommended bid documents to be followed by a separate construction spending request if the board elects to proceed.
