Emily, infrastructure staff, told the board that the town’s SCADA equipment is approaching end-of-life, with staff sometimes relying on used parts to keep systems running. The board heard that replacing the obsolete controls is important to secure plant automation as the larger wastewater upgrade proceeds. The board moved and approved a recommendation to select CA New England Integrators for SCADA improvements; members voted in favor by voice vote.
Separately, the board reviewed two proposals for construction inspection services for the Exchange Street multi-use path. Because the design engineer (Bowman) could not serve as day-to-day inspector due to conflict-of-interest rules attached to grant funding, the town sought an independent inspector. The board approved an agreement with GPI for construction inspection services for an estimated $101,775, acknowledging that the figure could vary with hours, overtime, rain days, or other unforeseen issues.
No dissenting votes were recorded on either contract at the May 12 meeting. Staff noted the SCADA work is sequenced with the broader wastewater upgrades; the Exchange Street inspection work is tied to grant requirements and project delivery schedule.
