The Town of Fraser approved a memorandum of understanding on Feb. 4 to provide payroll and health‑insurance administration to Fraser Valley Arts (the nonprofit formed in 2021 to fund and operate a future arts center).
Lori Waters, the town’s finance director, told trustees the arrangement is intended to help the nonprofit attract and retain quality candidates by providing HR and benefits administration that the small nonprofit cannot yet run in‑house. "Frasier Valley Arts will reimburse the town of Fraser for staff salary and benefits up to such a time that Frasier Valley Arts exceeds three employees," Waters said.
Steve Fitzgerald, executive of Fraser Valley Arts, gave a progress report noting the nonprofit raised about $3.3 million in committed assets and expects continued donor activity; the group aims to reach a fundraising target that would support design and construction of an arts center.
Trustees asked how long the town would provide services and whether the arrangement would be renegotiated if the nonprofit grows; staff said the MOU anticipates the nonprofit assuming payroll and benefits once it has sufficient staff and capacity. The board voted to approve the MOU by voice vote.
Waters said the town already provides similar administrative services to other small local entities and that the arrangement will be reimbursed by Fraser Valley Arts. Trustees asked staff to return with any required administrative or legal clarifications before implementation.
