Sandusky Commission approves downtown refreshment area renewal, submerged land lease and several grants

An ordinance renewing the downtown designated outdoor refreshment area (DORA) was presented for a five-year review required by the Ohio Revised Code. City staff said the program had yielded few issues since the initial season, and the commission approved the ordinance to take immediate effect under Section 14 of the city charter.
Separately, the commission adopted a resolution under Ohio Revised Code Section 1506.11 finding that an application from Fun Yan T Leak and Jonathan Leak related to submerged land at 1133 Cedar Point Road met statutory requirements and authorized the city to proceed in support of a state lease application.
The commission also accepted a $25,000 grant from the Erie County Community Foundation (Barman Charville Fund) to support an upcoming public-art project administered by the Public Arts and Culture Commission and accepted a $500 contribution from the Minority Business Empowerment Team toward a Juneteenth celebration on Jackson Street Pier on June 19. The Sandusky Fire Department received permission to submit an Assistance to Firefighters Grant application (FY2025) to request partial funding to upgrade station base radios to digital-compatible versions; the application deadline was noted as June 22 and any award would require a 10% city match.
Commissioners moved and approved the appointment of Andre Grant to the Recreation Board and voted to enter executive session to discuss the sale of real property before adjourning.

The commission approved the listed ordinances and resolutions; the e-bike ordinance (item two) was adopted under the emergency clause and the DORA renewal and submerged-land resolution were also adopted.
