Hertford approves revised streetscape bid after single responsive proposal

HERTFORD — The Hertford Town Council on May 11 approved a revised streetscape/connectivity project bid from BE Singleton after the Town received only that single responsive proposal.
Manager Doris Walton told council the BE Singleton bid exceeded the grant amount and that staff, the architect, and the designer removed items from the scope so the project would fit the Town’s budget while preserving the required connectivity from the marina to downtown. Walton said some brickwork and lighting elements may be completed by AR Chesson and a contractor in Edenton, and staff will obtain additional quotes for remaining work.
Designer Allyson Platt was cited in the discussion as coordinating with AR Chesson on harbor-to-downtown lighting and brickwork. Walton emphasized the need to complete the work by December 2026. "The work must be completed by December 2026," the minutes state.
Mayor Pro Tem Connie Brothers made the motion to approve the Streetscape Project bid from BE Singleton; Councilwoman Sara Winslow seconded. The motion carried 5-0.
Council’s approval authorized staff to proceed with the reduced-scope contract with BE Singleton and to seek additional quotes for remaining brickwork and lighting to preserve the project’s connectivity goals.
