Peabody conservation panel approves two pool projects and issues certificates with erosion and pool-draining conditions

The Peabody Conservation Commission approved routine pool replacement and installation projects on Tuesday while attaching standard erosion-control and pool-management conditions.

At 5 Lantern Lane, owner Carly McMillan asked to remove a failing inground liner pool and replace it in the same footprint, remove an adjacent hazardous tree and remove excavated materials off-site. The applicant's contractor described likely excavation and remediation in a single corner that has been sinking. Commissioners required installation and pre-construction inspection of erosion controls and an on-site inspection by the conservation agent before excavation, and added a pool-draining condition: when dropping pool water for maintenance, allow the pool to sit at least seven days without adding chlorine before discharge to avoid high chlorine concentrations. The board closed the hearing and voted to issue a negative determination with conditions (vote 6'to—0).

At 8 Station Road, applicant Kelly Mahalis Syracuse described a new steel-reinforced gunnite pool, concrete patio and a drywell storm system; commissioners raised drought-era water-use considerations and asked the applicant to confirm water-filling procedures with the water department. That matter also closed with a negative determination and typical erosion-control and pool-draining conditions (vote 6'to—0).

Separately, the commission reviewed a full certificate of compliance request for work at a West Peabody property (demolition of an old deck and construction of a sunroom and new deck). Staff confirmed erosion controls remained and that the work matched plan and order conditions. The commission voted to issue the full certificate of compliance, again noting the same seven-day pool-draining chlorination condition for hot-tub maintenance (vote 6'to—0).

The conditions enforce simple but effective pollution-prevention steps: install and inspect erosion controls before excavation, haul excavated material off-site rather than stockpile it near resource areas, and avoid discharging highly chlorinated water into stormwater systems.
