Red Oak council adopts FY 2026-27 budget, awards contracts and approves farmers' market pilot

At its May 11 meeting the Red Oak Town Council adopted the FY 2026-27 budget and approved several administrative and procurement actions intended to carry the town through the coming year.
On finance matters, the council approved the February and March financial statements and, on a subsequent motion, agreed to move $25,000 into the law enforcement line item at the request of Finance Officer and Commissioner Sandra Russ (motion recorded as carried 3-0 for that transfer). The council also reviewed law-enforcement contract statistics and confirmed a new LEO schedule will begin in June.
In procurement, the council awarded a contract to Fence Craft for fencing at the Ennis Park children's play area after reviewing two bids; the contract was awarded on the basis of lower cost with equivalent materials (motion carried 4-0). The council also adopted a standardized municipal services bid form intended to streamline future procurement (motion carried 4-0).
On town programs and events, Planning & Engagement Coordinator Carol Cooke presented proposed town T-shirts and proposed a monthly pop-up farmers' market on a vacant town lot; the council approved a pilot first market limited to produce and cottage foods with no vendor fee (motion carried 4-0).
The council accepted the resignation of Planning Board member Melanie Mager effective immediately; applications for the vacancy will be solicited. The council reviewed two nuisance complaints: it closed complaint 2025-03 for a liened parcel and voted to proceed with enforcement on complaint 2025-04, directing staff to contact the property owner.
On land-development administration, UDO advisor Angie Manning, participating via Zoom, told the council the Land Development Usage reformatting contained no substantive changes and was made consistent with state law; the council approved the reformatting (motion carried 4-0).
