Police chief reports festival coverage, policy updates and license-plate-reader capabilities

Police Chief David Pernice updated the Union City Borough Council on public-safety coverage and department policy work at the June 25 meeting.
Chief Pernice reported he had spoken with neighboring departments about recent golf scramble fundraisers — "Corry stated approximately $16,000 and Warren was $18,000 - $20,000" — and said he would check with the UC Country Club on its top fundraising totals. He told council that Erie County Detectives "will fund our overtime and 2-3 officers from the Erie County Court House" to increase coverage at the French Creek Festival.
On departmental policy, Pernice said he is completing Civil Service–required background checks (expected complete by July 5) and is updating the department's written policies through Lexipol. He said the Solicitor is reviewing the changes and that some policies are being removed as unnecessary.
During discussion of an amendment to the borough's parking ordinance (angled parking in Municipal Lot No. 2), Chief Pernice described the license-plate-reader system’s investigative utility: "License Plate Readers showed videos. They can search plates on the system and assist in an investigation anywhere in the country." Council asked Streets Supervisor Bob Phillips to review the lot layout; the ordinance amendment discussion will continue when the Solicitor is present.
No public safety motions or votes were taken beyond acknowledging the reports and deferring ordinance action pending legal review.
