HOA, ISD move forward with SilverLight fiber; utility locates to begin Sept. 25

The Rafter J Ranch HOA Board and the Independent Special District (ISD) reported progress on the SilverLight fiber network project at their Sept. 24 meeting, including contract amendments and an immediate schedule for utility-locate work.
Board members said they are amending the agreement with Silver Star to clarify liability for potential water and sewer utility damage during construction. Utility locates are scheduled to begin Sept. 25, with the eastern section of Rafter J intended to be completed before winter and the western section planned for spring 2025. Homeowners will be updated on construction activities and provided information on how to sign up for the service as rollout approaches.
ISD staff noted coordination between the ISD and HOA boards on the project and that the ISD will continue to monitor construction and related insurance and liability topics. No formal vote was recorded on the amended agreement at the Sept. 24 meeting; the Board said it will provide owner updates as construction progresses.
