Homeowner urges clarification of Adams Canyon trail easement, raises storage-area concerns

Lloyd Dorsey (1235 W. Hereford Dr., Lot 68) asked the Rafter J Ranch Homeowner’s Association Board on Sept. 24 to clarify a historical public-trail easement in the Adams Canyon area and to address what he described as increasing public use and potential impacts to wildlife.
Dorsey provided handouts and noted he previously emailed materials to the HOA and ISD boards. He asked the Board, as part of the easement process, to consider mountain-bike use on the trails and how that activity affects wildlife and trail damage. The Board acknowledged winter trail closures are already in place to protect wildlife and said it is working on an easement to clarify public trail use.
Dorsey also raised questions about the HOA storage area, suggesting the storage parcel could be expanded by removing existing County easements and leasing adjacent land. He expressed concern about suspected commercial use occurring within the storage area; Board members said they are aware of homeowner interest in improving storage-area facilities and will review evidence and options.
Tracy Baiotto and Brian Merritt will review Dorsey’s prior communications and recommendations to determine whether changes to the Storage Area Agreement or management practices are warranted. The Board indicated any changes should be coordinated with the existing semiannual/annual payment schedule for the storage area.
The Board did not adopt immediate changes at the meeting; it instructed staff and directors to review Dorsey’s materials and report back. The Board also said it will gather input from the Teton Conservation District where relevant to habitat and trail-management questions.
