Jurupa Valley schedules open house on proposed truck routes as AB 98 deadline nears

Steve Loriso, a city planning/transportation staff member, told the Public Works Committee that the city’s truck-route work is part of a required update to the mobility element of the general plan.
Loriso said the city launched the freight-analysis project in 2025 and is conducting public outreach — including an open house rescheduled from May 20 and an online survey accessible by QR code — so residents can flag where they see truck-related problems and comment on proposed routes. “It’s an open house for the public to come in and comment on the proposed truck routes,” Loriso said.
He told the committee the state’s Assembly Bill 98 requires jurisdictions in the Warehouse Concentration District to establish truck routes and that the city must be in compliance by Jan. 1, 2026. Loriso outlined the next steps: a joint session with the council and planning commission in August, a planning commission meeting in September and a public hearing for adoption following that review.
Loriso encouraged committee members and residents to review materials on the city website and the survey ahead of the open house, saying input will help staff refine proposed routes before formal hearings.
The presentation did not include a final map or an adoption date beyond the timetable Loriso described; the planning commission and council will set the formal adoption schedule as the project proceeds.
