Council adopts tentative FY27 budget; staff pay increase to be adjusted

Recorder Corey Twedt reviewed proposed updates to the FY26 budget and presented a draft FY27 budget at the May 14 meeting. The draft for FY27 included a 3% pay increase for city staff as recommended by Mayor David Hair. Treasurer Megan Dyer reported that the city received RAPZ grants for South Park playground equipment and Glenridge Park work and a $50,000 UDOT TPA grant to assist the General Plan update; Dyer also noted staff efforts to recover sales tax dollars for Millville businesses with Logan City mailing addresses.
Councilmembers discussed a range of budget items including potential increases to Planning Commission meeting stipends (currently $25). The council reached a consensus to increase the stipend to $35 per meeting. Councilmember Ripplinger moved to adopt the tentative FY27 budget and Councilmember Ward seconded; councilmembers Ward, Ames, June, Ripplinger and Zollinger voted yes and the tentative budget was adopted. Mayor Hair later said he would prefer a 6% staff pay increase instead of the 3% included in the draft, and Recorder Twedt said he would update the FY27 draft for the next meeting.
Recorder Twedt told the council that with updates in state legislation the city must finalize property-tax decisions earlier in the calendar year and that a public hearing would be held at the June meeting before final adoption. The council will review the updated budgets at the next meeting and then adopt final budgets after a public hearing and any further adjustments.
