Council discusses grazing plan for Canyon Road parcel; Bakers prefer barbless fence

Millville City Council members revisited plans to fence a City-owned lot on Canyon Road (parcel 03-037-0025) so horses could graze for fire mitigation. The council had previously approved the concept and discussed fence type and maintenance responsibilities during the May 14 meeting.
Logan Baker, who would graze horses on the parcel, said the Bakers would prefer a barbless fence to reduce injury risk to animals but indicated they could accept barbed wire if necessary. Recorder Corey Twedt said the agreement with any animal owner would require that the owner be responsible for repairs resulting from damage caused by their animals. Councilmember Darcy Ripplinger noted the City will control timing and removal of animals to prevent over-grazing.
Councilmember Ryan Zollinger said he was not opposed to barbless fencing if the graziers are contractually responsible for repairs. Twedt said he would prepare a memorandum of understanding for the Bakers to review; once signed, the City will proceed with fencing arrangements and coordinate with a fencing company.
The council did not take a formal vote on fencing type at the May 14 meeting but provided direction that the City will require maintenance responsibilities in the grazing agreement and will retain authority to determine grazing periods to protect the parcel. Recorder Twedt will return with a memorandum of understanding for council or staff action.
