Ridgway adopts regional housing needs assessment to comply with state law

The Town Council adopted a regional housing needs assessment prepared for Ridgway and Ouray County to satisfy requirements under Colorado Senate Bill 24-174.
Staff and Points Consulting presented the 200-plus-page, data-heavy assessment and summarized outreach (surveys, stakeholder meetings) and key findings. The consultant told the council the local survey response rates sufficiently filled data gaps and that DOLA (the Colorado Department of Local Affairs) reviewed a preliminary draft for compliance with state guidance. Staff recommended adoption; Councilor motioned to approve Resolution 25-14 adopting the regional housing needs assessment, and the motion passed unanimously.
Council members said the report contained startling statistics and strong evidence that local homeownership and rental affordability challenges persist. Staff indicated the assessment is the first step in a multi-stage process that will include housing action planning, stakeholder engagement and grant research to pursue implementation funding.
What happens next: The assessment will be used to inform future housing policy and an action plan; staff and the consultant will continue outreach and pursue funding for targeted housing projects and programs.
