Mound City council approves consent agenda and awards two sewer contracts

The Mound City Council unanimously approved its consent agenda on June 9, adding a gambling permit for the Northwest Tank Lions' Spirit of the Lakes festival to the packet.

During the consent reading the council approved multiple resolutions and pay requests, including a public gathering permit for a July 11 community run and pay requests for water treatment and Lost Lake Commons improvements. The consent motion passed on a roll-call/voice vote with no dissent.

In new business City Engineer Matt Bowman presented two infrastructure contract awards. The council voted to award the 2026 sewer televising contract to American Environmental LLC as the low bidder; staff said the televising will cover areas including the 110 corridor, northwest Dutch Lake and Tonka Wood. The council also approved resolution 2647 to award the 2026 CIP E3 area cured-in-place pipe lining contract to Vizu Sewer, citing bids that were significantly below engineering estimates and the high bid.

Bowman described the lining work as cured-in-place pipe rehabilitation to reduce inflow and infiltration in the Emerald Lane/Avon Park area, noting prior lift-station rehabilitation and the goal of reducing storm-driven clean-water intrusion to the sewer system. Both contract resolutions were moved, seconded and approved during the meeting.

The council recorded the passed motions and directed staff to proceed with contractor onboarding and project scheduling. Specific contract amounts were not read into the record at the time of the vote; the consent agenda included three pay requests listed during the meeting: a pay request in the amount of $79,076.15 to American Liberty for water treatment plant improvements (PW2511), $240,756 to Peber Companies for Lost Lake Commons improvements (PW2410), and $466,700 to Minger Construction for water treatment plant infrastructure (PW25).
