The Talbot County Council closed a public hearing and voted June 9 to advance Resolution 394, an amendment to existing sewer-connection policy that addresses when properties outside a sewer service area may connect to a low‑pressure force main that ultimately ties into the Royal Oak pump station.
Planning and utilities staff told the council the amendment responds to a work session and public advisory board recommendations and that county legal staff drafted the revised language. Council and staff emphasized the change was intended to be narrowly scoped to the resolution’s geographic and policy context and not to rewrite the comprehensive water and sewer plan.
No members of the public spoke during the hearing, and council members voted in favor of moving the resolution forward in a roll-call recorded as unanimous.
Staff noted that affected capital and operating costs for sanitary projects will be funded through a combination of grants, long‑term borrowing and sanitary district revenues as required by prior practice and the sanitary district finance structure.
