Dayton outlines police substation lease, fire-station and pool renovation contracts

City staff summarized several capital and service agreements at the Feb. 4 commission meeting, citing progress on public-safety and recreation facility upgrades.

The city reported a lease agreement with the Greater Dayton Regional Transit Authority for a temporary downtown police substation adjacent to the Main Street transportation hub; staff said the 12,324-square-foot space should be operational no later than March 1 to increase downtown safety presence.

The commission approved staff recommendations to award Becker Construction a $1.6 million contract for renovations at Fire Station 15 (2801 Wayne Avenue), with living spaces, bunks, bathrooms and kitchen to be updated and an expected completion by October of this year. JL Cook General Contractors received the award for Belmont pool renovations, a $1.7 million project funded through Community Development Block Grant (CDBG) funds, with work anticipated to finish by September 2026. Staff said the pool bid process was conducted three times to arrive at a qualified low bidder and scope adjustments.

The Philadelphia Drive traffic-calming project between West Riverview and Salem Avenue was awarded to LJ Dwise Company; the project will add bike lanes and curb extensions and preserve on-street parking in some segments after extensive community engagement.

Staff said contractors were required to show pool-specific certifications for the Belmont work and that the temporary substation will host outreach staff who will coordinate with fire and local housing outreach partners to connect unhoused residents to shelter and services.
