Committee members and Library Director Randy Gagne raised governance, ownership and operational concerns, including whether equipment and resulting digital files would be owned by the Town, insurance and liability for Town‑owned equipment housed off‑site, access policies for other Town departments, maintenance responsibilities and how digitized artifacts and metadata would be integrated into Town systems. Mr. Snow, CPC Chair, said the CPC could reconvene to revise its recommendation, including redirecting the appropriation to a Town entity rather than the Historical Society.
Members said the project’s preservation aims were well‑intentioned but the current proposal lacked sufficient detail on structure and readiness, and the Committee was not prepared to recommend the appropriation in its current form. No formal vote was taken; the Committee suggested revisions addressing Town ownership, governance, insurance, maintenance, and coordination among participating entities before reconsideration.
