Lyons opts into DRCOG regional housing needs assessment, attaches written comments

Trustees debated options: opt in to DRCOG's regional HNA (with comments), do nothing (risk deprioritization for some state grants) or produce the town's own HNA. Supporters said opting into the regional assessment preserves access to certain state discretionary grants and that DRCOG will accept public comments; dissenting trustees said there are statistical issues in the draft and warned of obligations tied to the later housing action plan and its implementation timeline.
The board adopted a resolution opting in and directed staff to submit the trustee-approved comments to DRCOG. The comments recognized Lyons' prior housing planning (comprehensive plan and past HNA work), requested that DRCOG and DOLA take local data and recent town analyses into account, and asked for clarification about methodology and data sources used in the regional draft. The final vote was 6-1; Trustee Browning voted against the opt-in resolution.
What's next: staff will forward the board's comments to DRCOG and DOLA and monitor the regional process; the statute sets an action-plan step for 2028, and trustees flagged that the town will need additional planning resources to participate in development of a regional action plan if required.
