Trustees press for sheriff accounting after Boulder County seeks a 33% increase

Staff said the sheriff's office has offered limited supporting detail and trustees asked for the office's calculations and calls-for-service data specific to Lyons (zip 80540) so the town can understand which hours and costs are being billed under the intergovernmental agreement.
One trustee described an internal calculation that, using available assumptions about annual hours and typical unavailable time for vacations, holidays and training, shows 50% coverage could be delivered with roughly 2.63 FTEs (rounded up to three FTEs) rather than the four the sheriff's budget memo suggested; another trustee said the town previously budgeted for a 0.5-FTE increase and expressed surprise at the larger request. Staff said the town had not yet received a line-by-line justification and invited the sheriff to present the methodology at the Sept. 15 meeting.
Trustees also discussed options: continue contracting with Boulder County, insist on five- or ten-year staffing plans from the sheriff's office, explore a local police department (not recommended by staff given cost/liability) or direct response-only service models limited to 911 calls. Staff noted some town-supplied items (flood cameras, radar equipment, janitorial) and building use (substation) are already paid for by the town in the existing arrangement.
Next steps: staff will request the sheriff's office provide detailed calculations, calls-for-service for Lyons (80540) versus county-wide figures, and a five- or ten-year staffing/cost projection for presentation at a future meeting. The board did not take a binding vote on funding levels at the workshop.
