Barnstable posts FY27 budget, issues preliminary tax bills and plans new ClearGov site

Mark Ells, Barnstable town manager, said the town remains on schedule with its budget action calendar and has posted the proposed FY27 operating budget and the FY27 capital improvement plan on the town website.
"We remain on schedule with our budget action calendar. We are closing it out here for FY26 and moving into 27," Ells said, noting hard copy budget documents were provided to the town council before public hearings scheduled to begin June 11.
Ells said the town processed preliminary FY27 real estate and personal property tax bills and explained how preliminary bills are calculated. "Preliminary tax bills are calculated at 50% of the total assessed assessment for the previous fiscal year," he said, and he gave payment deadlines: the first installment is due Aug. 3, 2026, and the second installment is due Nov. 2, 2026. He directed residents with questions to contact the town tax office.
Ells also announced that, beginning July 1, 2026 or shortly thereafter, Barnstable will replace its open budget website with a new ClearGov transparency platform. The town manager said the ClearGov site will offer interactive financial visualizations of operating and capital budgets and include an AI-powered chatbot to help residents explore spending and fiscal priorities.
The town manager asked residents to review the posted documents and tune in to the June 11 council public hearings for further budget discussion and formal consideration.
