Redevelopment Commission approves $88,525 Huff Electric contract for Whiteland fire-station generator

The Whiteland Town Redevelopment Commission voted unanimously June 11 to accept Huff Electric’s $88,525 bid to replace the fire station’s generator and install an exterior transfer switch that will power the entire building.
Commissioners approved the award 4–0 — Tom Carroll, Amanda Tremble, John Venter and David Hawkins voted yes — subject to a final legal review and authorization for the town manager to execute the contract.
The bids were opened by the committee the previous day. Deem submitted a base bid of $122,525 with an alternate totaling $4,657; Huff Electric was the lowest responsive bidder at $88,525. Commissioners and staff discussed whether Huff’s base bid included the additional electrical work needed to route power to the entire station and whether a lower bid could lead to later change orders.
Stephen, a town staff member who reviewed the bid documents and participated in the site walk, said Huff’s written statement showed the base quote included the necessary wiring. “No, I went out there with Huff. I was out there with Huff when they did the walk through the whole firehouse,” Stephen said, and described the plan to install “a 400 amp transfer switch installed ahead of the main distribution panel on the exterior of the building which will power the whole fire station.” He added that the contractor would remove the older, undersized inside transfer switch and combine panels so the new automatic transfer switch (ATS) feeds the full power panel.
Commissioners questioned whether the old transfer switch could be reused elsewhere. Staff said the existing unit was likely too small and aged to be practical for reuse and that the replacement better supports a move to three-phase service.
The motion to award Huff Electric’s bid was made, seconded and approved by roll call. The commission also approved routine business earlier in the meeting, including the minutes for May 14, 2026, and the voucher packet.
Next steps: the award is contingent on final legal review; once that review is complete the town manager is authorized to sign the contract and finalize the purchase and installation schedule.
