Committee seeks PMP draft and weighs options: single-year projects or multi-year assessment

On May 27 the La Habra Heights Roads Advisory Committee discussed timing and scope for future pavement work and assessment options while awaiting the Pavement Management Plan (PMP).
Staff said they had requested the PMP from consultant Peter Bucknham and expected a draft in early June. Once received, the committee plans to review the draft and invite Bucknham to present options, unit-pricing context and recommended treatments. "Most of Orange County's PMPs are due in June...probably beginning of June we'll end up with our PMP," a staff member said.
Committee members debated whether to proceed with a single Zone 1 project using currently budgeted assessment funds, to combine remaining assessment years into a two-project bundle as recently completed, or to prepare an even larger project that consolidates multiple assessment years into one procurement. Staff cautioned that asphalt unit prices remain elevated while oil prices stay high, which could influence whether to delay larger work.
Separately, staff summarized council-level consideration of future assessments and explained threshold differences (a specific tax/assessment often requires a two-thirds vote, while a general assessment requires a simple majority), noting residents typically prefer clarity about where assessment dollars go. Staff also said some council-level changes to funding structure are still under study and an election cycle makes an immediate ballot measure unlikely.
The committee agreed to await the PMP draft and to schedule a presentation to review PMP-based recommendations and up-to-date unit pricing before finalizing project scope.
