Marion County commissioners approve $7.26 million slide-stabilization contract, adopt zone change and clear consent agenda

Marion County commissioners on March 11 approved a $7,257,067 contract with K&E Excavating Inc. to perform Slide 2 of the North Fork Slide Stabilization project, adopted an administrative ordinance authorizing a zone change for Creative Electric LLC, and approved a multi-item consent agenda of routine contracts and grants.
The board voted unanimously to award the slide-stabilization contract after staff presented project details. According to the agenda, the work near milepost 5 on North Fork Road will run through April 30, 2027, and the contract is expected to use an estimated $6,511,766 in federal funds and $745,301 in county funds. Public Works staffer Ryan Crowther is listed on the agenda as the presenter for the project.
Commissioner Danielle Bethell moved to approve the K&E Excavating contract; Commissioner Kevin Cameron seconded. The motion carried with Commissioners Bethell, Cameron and Colm Willis voting aye.
Earlier in the session, the board adopted an administrative ordinance for Zone Change Case #25-002 for Creative Electric LLC. Austin Barnes was listed on the agenda as the presenting Public Works staffer. Commissioner Kevin Cameron moved to adopt the ordinance and Commissioner Bethell seconded; the motion carried with a unanimous vote.
The consent agenda covered a range of routine approvals, including: recommendation of an OLCC license for S&J Holdings Hitchin Post, LLC; closeout and return of unspent ARPA funds ($230,845.05 for the Fargo Sewer Collection System Improvements project and initially $34,037.62 for the Parkdale Park Development Project, with the Parkdale Park MOU later removed from the agenda for further discussion); a $119,726.10 contract with Power Systems West for generator repair and rental; a $108,508.27 Violence Against Women Act grant agreement; and a $761,301.52 purchase order with CDW Government for hypervisor software maintenance. Commissioner Bethell moved to approve the consent agenda; Commissioner Cameron seconded and the motion carried with all three commissioners voting aye.
On a procedural motion earlier in the meeting, Commissioner Bethell moved to remove agenda item #5, the amendment to the MOU with Marion County Public Works for Parkdale Park Development, at the request of a citizen to allow further discussion of possible improvements. Bethell said the board was holding off on the transition of dollars “as requested by a citizen to discuss further possible improvements for Parkdale Park.” The motion to remove the item carried with Bethell and Cameron voting aye; Commissioner Willis was not present for that vote.
Other items listed on the agenda and approved via the consent agenda included a construction contract for Salmon Falls Park Improvements, orders related to a regulated medical waste transfer facility and a temporary designated speed zone for Brooklake Road NE during a water improvements project, and establishment of two $100 petty cash funds for Health and Human Services teams. The board also read and approved a proclamation designating March 2026 as National Problem Gambling Awareness Month.
The board opened a public hearing slot with no matters presented, and Commissioner Colm Willis adjourned the meeting at 10:07 a.m.
