Coralville council approves rezoning, plats, infrastructure contracts and multiple resolutions
Summary
At its May 26 meeting Coralville approved a package of ordinances and resolutions including rezoning for Caliber Collision, final plat approval, engineering supplement for Forevergreen Road, multiple workforce housing support resolutions, a recycling processing addendum, a mobility coordinator 28E agreement, and a property purchase for additional Old Town Hall parking.
The Coralville City Council approved multiple ordinances, resolutions and routine consent items during its May 26 session, moving forward on land use, infrastructure and intergovernmental items.
Land use and development: The council adopted Ordinance No. 2026-1004 to rezone Auditor’s Parcel 2025104 from C-PUD 2 (Commercial Planned Unit Development Two) to C-2 (Arterial Commercial) to accommodate the Caliber Collision project; council also approved the final plat for Caliber Collision (Resolution No. 2026-73).
Infrastructure and engineering: Council approved Supplement No. 1 to the engineering services agreement with Shive-Hattery, Inc. for Forevergreen Road Extension Phase 1 (not to exceed $400,000) and set a public hearing date for Well 17 financing; the well will be located on 12th Avenue near the existing pond and total loan authority for water revenue agreements was set at up to $4.5 million for hearing purposes.
Workforce housing: The council adopted resolutions supporting Workforce Housing Tax Credit applications and related option agreements for IRL Parkview Investments, LLC and West Village Developers, LLC (Resolutions Nos. 2026-77, 2026-78, 2026-79). City staff described the state program’s local support requirement (a $1,000 per-unit in-kind pledge here) and spending limits the state applies per unit.
Contracts and services: The council approved a Participating Addendum to Iowa City’s Agreement for Recycling Processing Services after Streets & Solid Waste Superintendent Eric Fisher said better material values and manageable contamination drove a rate reduction from $140/ton to $130/ton. The council also approved a 28E agreement for a Johnson County Mobility Coordinator position, with Coralville’s share capped at $19,651 for the year.
Property and procurement: The council approved a purchase agreement for 409 5th Street (not to exceed $300,000) to add at least 14 parking spaces near Old Town Hall and to provide a trailhead connection to Dvorsky Trail. The consent calendar cleared routine vendor payments and pay estimates for projects including 5th Street improvements and the Heartland Drive/Commerce Drive roundabout.
Votes and process: Most items were approved on roll call; the meeting record indicates vote tallies generally as “Ayes: 3; Absent: 2” for motions, resolutions and ordinances unless otherwise noted.
What happens next: several items (Forevergreen Phase 1, Well 17) proceed to bidding, public hearing scheduling or contract execution; workforce housing projects will continue through state application and Planning & Zoning review as appropriate.
