Coralville council adopts FY2026 budget amendment adding millions for capital projects

The Coralville City Council voted May 26 to adopt a Fiscal Year 2026 budget amendment that adjusts program-level appropriations to account for higher-than-expected capital costs and timing differences in revenues and expenses.
Finance Director Ann Hester told the council the amendment stems from added capital expenditures and use of reserve funds, increases in workers’ compensation premiums and regrouping of activity across funds for audit presentation. Major capital items listed in the amendment include Gather Iowa for just under $1.4 million; Wells 16 and 17 at about $1.3 million; Recreation and Aquatic Center design and planning at just under $1.2 million; the Youth Sports Park at $908,000; and a Stream Bank Mitigation project at $585,000.
Hester also outlined program-level changes across Culture and Recreation, including equipment replacement and increased maintenance at Brown Deer Golf Club ($399,000); a purchased property for a future parking lot ($300,000); library expenses from Trust & Agency ($50,000); CCPA wiring and lock-system assessments ($24,500); pool repairs and an ADA lift (amounts included in the amendment); and assorted scholarships and operating adjustments. The amendment anticipates reimbursements for capital projects “just over $2,000,000,” Hester said.
City Administrator Kelly Hayworth noted nonproject-specific revenue items that offset increases, including license and permit revenue from Gather Iowa and Brown Deer Golf Club and a $464,000 payment to the city from the Hyatt under its agreement (the agreement distributes excess cash over $300,000 to the city). Hester and Hayworth told the council reimbursements and reserve uses were driving much of the shift in appropriations.
Mayor Laurie Goodrich opened a public hearing on the amendment; there were no public or written comments. The council adopted Resolution No. 2026-72 approving the FY2026 Budget Amendment on a roll-call vote.
What happens next: the city must file the adopted amendment with the State of Iowa by May 31, 2026, per staff guidance.
